Virbhadra Singh, The CM of Himachal Pradesh, publicized that from now onwards it will be essential for each and every student in Himachal Pradesh to be a part in Bharat Scouts and Guides. He also said that the education department will soon issue a notification in this context when he was heading the state council meeting of Bharat Scouts and Guides. There are 1,240 schools in Himachal Pradesh which conduct activities related to the Bharat Scouts and Guides.

Virbhadra Singh also proclaimed Rs.1 crore for the building of a training center for Bharat Scouts and Guides at Rewalsar in Mandi region. He also emphasized the need of revising the courses of Hindi, English and mathematics. He instructed to start the classes of Urdu and Punjabi in Schools for all those students who are interested to learn these subjects.

Required: 4 million teachers to get global primary education by 2015

At present, 29 million Elementary teachers are at work in classrooms globally. Even after that, an additional 4 million teachers will be necessary to get worldwide primary education by 2015. At the present rate, there will be a prerequisite of 27.3 million additional teachers if the target is extended to 2030.

In a complicated situation, wherein 250 million school age children around the globe, out of 650, are not getting the basic education only because of the shortage of qualified teachers. Many countries in the World are giving up standards and are hiring people with a little or no training.

As per UNESCO policy papers, UIS (Institute for Statistics) and GMR (EFA Global Monitoring Report) manifest that there are at least 93 countries with an acute teacher shortage and there is an urgent need to recruit approx four million teachers to get universal primary education by 2015. For Example, India alone will need to recruit 3 million primary teachers to get the global primary education by 2015.

If the target is extended to 2030, it is estimated that approximately 27 million teachers are desperately needed to be hired. 24 million teachers will be needed to compensate for erosion. With the present rate, approximately 28%-30% of these 93 nations will not be able to meet these needs. Sub-Saharan Africa will face the delicate scarcity of teachers. The problem is getting worse with a gradually growing school-age population citizenry.

Haryana Education Minister is to Introduce Detention in Schools

On Wednesday, Haryana Education Minister Gaeta spoke in favour of the re-introduction of the confinement policy in schools saying that having not such a system has led a sharp decline in the learning outcomes of students.

Geeta Bhukkal, who heads a sub-committee to appointed for the revision of the ‘no- detention policy’ under the Right to Education Act (RTE), strongly recommended that there was an immediate need to follow a way to scrutinize and approach learning outcomes of the students.  She urged for an urgent need to do so to develop the Learning Level Outcomes (LLOs).

This statement was issued by the Haryana government after Bhukkal participated the 6th meeting of the Sub-Committee of Central Advisory Board of Education aimed at reviewing Continuous and Comprehensive Evaluation (CCE) and ‘no-detention’ provision.

In the early moments of the day, Union HRD minister Smriti Irani asserted in a written statement in LOK SABHA that the committee had several round of meetings with different stakeholders before finalising its report.

This disputable policy came into effect when RTE allowed students to get promoted up to Class VIII irrespective of their academic performance.  A large number of academicians and parents are strongly objecting this policy. Pointing to the National Survey Report, Bhukkal said the LLOs have sharply come down especially at government schools in rural areas.

DU Mulling to Offer Temporary Certificate in 8 Northeast Languages

Delhi University is all set to provide offer interim certificate courses in eight northeast Indian languages in a bid of its preparation plan for the heritage tour to that place in DECEMBER month.

The vice chancellor of DU, Dinesh Singh updated that the Linguistic department is making plan, configuration of the course and a plan of action to provide immediate courses in eight different languages of the northeast to as many as 900 students. The level of course will be basic. This travel will let students to enrich their knowledge about the heritage and culture of the northeast region.

The certificate courses will last for one month and will be available to all students whether they chosen for the train tour or not. The languages for the projected course consist of Tripuri, Arunachali, Manipuri, Nagamese and Assamese. Also, the university will provide foundation courses in Bengali and Nepali as these two languages are vastly spoken in Sikkim and Tripura.

CBSE Ready to Mention Caste in Class 10 Certificate

Central Board of Secondary Education (CBSE) has now allowed students to get their caste quoted on their class 10 certificates.  A notice has been issued to schools and they have passed to the students.  According to a government school teacher in Delhi, students can get their case mentioned on their 10 class pass certificate if they want. However, it is strictly optional and no one will be forced to do it.

Some schools had requested CBSE to include this option as lots of institutes demand the certificates of caste from CBSE board students.  However, as clarified by the CBSE head Vineet Joshi, this should be treated as a caste certificate as it has no authority to issue the same.

City schools have shown a mixed response to the provision as a large number of students are refusing this option.  Many people say it will increase polarization in a classroom.  Many others are treating it as a useful step because it eliminates the need of additional caste certificate. As long as it is not made mandatory, it’s a matter of personal choice and freedom.

Role and Responsibilities of a Civil Engineer In railway department:

Engineers of IRSE (Indian Railway Service of Engineers) manage The Civil Engineering department of Indian Railways. These engineers are accountable for the maintenance and safeguard of valuables of Indian Railway such as Bridges, Track, Water supply, Buildings etc. Apart from the maintenance of extant assets, civil engineers also complete various other works such as Gauge conversion, doubling and other expansion of rail tracks, making new lines and other developmental works in Railways.

Important Notifications:

→ Applicants are requested to ensure the fulfillment of eligibility standards for the post of Civil Engineer before applying.

→ Applicants are allowed to apply through the internet on the website of Railway Recruitment Board. No other form of the submission of application will be acknowledged.

→ Examination fee: Candidates belonging to the SC/ST/Ex-Servicemen / Women/ Minorities/ people with disabilities and economically backward class don’t need to pay any examination fees. However, male candidates, who come from UR/OBC, will pay the examination fee of RS.100.

→ There is provision of negative marking in the written exam. 1/3 of the total allotted marks will be subtracted for every wrong answer.

→ Mobile phones, pagers, calculators and other communication devices will not be allowed in the examination hall.

Age Relaxation to UPSC Exam Aspirants in Jammu and Kashmir

In what seems to be huge effort taken by the central government towards the domiciled masses of Jammu and Kashmir, the extension of age limit for civil service aspirants for that region to take civil services examination has gained a slight amount of skepticism followed by growing media attention.

As per the otherwise set age bar, civil services aspirants can appear for civil service examination with the maximum age limit of 32 years whereas, the notified changes incurred by the Union Public Service Commission, the age limit for people from Jammu and Kashmir has been extended to 37 years. The lower age limit to appear for the exam remains to be the same and that is 21years.

The Central Government has decided to implement the 5-year age relaxation to the residents who have been domiciled in the state of Jammu and Kashmir from the year 1980 to 1989. With the implementation of Jammu and Kashmir (Relaxation of upper age limit for recruitment to Central Civil Services and Posts) Rules, 1997, the Department of Personnel and Training has extended the age limit for J&K residents until 31 December 2015.

The Department of Personnel and Training has asked the other Departments responsible for recruiting staff for public sector undertakings such as Ministry of Railways, Department of Financial Services and other such entities which conduct competitive exams for recruitment to consider the relaxation of age limit for Jammu and Kashmir residents.

The domiciled residents of Jammu and Kashmir who have been willing to join the IAS, IPS and other posts through UPSC exam can now heave a sigh of relief with such changes implemented by the UPSC under the orders of Central Government, exercised by the Department of Personnel and Training. This is a great initiative by the government to encourage the participation from a state which has had its own share of political stigma where the masses have been suffering from the identity crisis since ages. However, the age relaxation to appear in civil services examination is expected to provide a ray of hope to many UPSC exam aspirants from the state.

Delhi University launches Environmental studies as compulsory course

Delhi University has started a mandatory Environmental Studies compulsory course in the current academic session for undergraduate students following the guidelines of the UGC.    This course will be applicable for all the students whether they are in the first or second semester of their study as a qualifying course for 100 marks.   This is a according to the notification issued by the UGC for the 3 year undergraduate program.   The 2014-15 UG session starts on Monday, July 21, 2014 at Delhi University.

According to an order of the supreme court of India in 2004, the UGC had directed all colleges and universities present in the country to begin an obligatory 6 month Environmental Studies compulsory course at the undergraduate level.  Many institutes were not in a position to abide by the directive of UGC on account of infrastructural deficiencies.

On May 2, 2014, UGC issued first directive to Delhi University on the same matter.  The UGC had to issue a second directive to University when DU’s 2014-15 had been started already.  UGC has framed a particular committee to work out the prospectus of the environmental studies course.

As per the recommendations of the committee, the curriculum is divided into eight units amid five lectures and attempts to create knowledge about environment and sustainability.  It includes a number of subjects such as utilization of mineral, water and land resources, consumerism and deforestation in addition with urban problems in the context of reasonable use of resources for sustainable lifestyle, energy and so on.

The four-year-undergraduate program (FYUP), recommended by the UGC created controversy at Delhi University.  It was scrapped by the varsity and reintroduced the earlier three-year pattern on Friday, June 27, 2014 for UG courses.  The commission is highly liable for the determination, co-ordination and maintenance of parameters of University education across the country.

Common Admission Test or CAT, which is considered as one of the most challenging entrance examinations in India has been facing a low registration turn-out for the last two years and this year CAT registration has experienced the lowest turn-out in a span of 8 years with a statistical decline by at least 40,000 students from previous years’ CAT registration applications, with 1.94 lakh candidates who had registered for CAT.

The fading glory of MBA is evident from the fact that each year the registration statistics have been experiencing a downfall which also explains the fact that MBA had long been considered ‘the ultimate Career Maker’ and it’s high time that the younger masses realized the potential of other professional courses and not just something that comes under the mainstream career stereotypes.

A total no. of 1, 89,759 CAT online registrations were made this year which is considered as the lowest registration in the history of CAT online registration. However, those who have been keen enough to get into the best B-schools of the country can heave a sigh of relief as the competition one faces in CAT has been reduced to a certain extent where getting a seat has become easier with the availability of seats getting increased per thousand registrations.

IIM is considered as one of the best MBA institutions in India though now with such low turn-out for CAT registration online, the proposition of adding 6 more IIMs to the existing 13 seems to be a little ambiguous given the frenzy for MBA has been turning out to be low with each passing year, though MBA aspirants couldn’t be happier with a declining competitiveness in CAT registration online where with less and less competition, the scope of entering into IIMs becomes higher and higher.

It’s to be seen whether Business schools of India lessen their impact or emerge as the sole professional career makers again. The business-minded masses might see no other alternative than MBA to project their career goals in right direction though with such a gripping drip in CAT registration this year, the current MBA infused scenario might take a backseat.

Eligibility Criteria of JEE Main Advanced 2015

Since the important dates of JEE advanced 2015 have been announced, all JEE aspirants are expected to sort their preparation schedule better so as to avoid last-minute chaos of arranging things for registration, application and concerning about the eligibility etcetera. Online registrations will begin on 2 May 2015 and shall be continued till 7 May 2015, 17:00 hours after which the registrations won’t be accepted. Admit cards can be downloaded anytime from 9 May 2015 to 12 May 2015 till 17:00 hours. The rectification in admit card can be made from 9 May 2015 to14 May 2015. The JEE advanced 2015 paper is scheduled for 24 May 2015 where Paper 1 shall be conducted from 9:00-12:00 IST and Paper 2, from 14:00-17:00 IST. The aforementioned important dates of JEE advanced 2015 are least expected to be tentative. However, students are advised to keep an updated track on JEE’s official website.

Cambridge University has collaborated with India’s science and engineering research board to enable the meritorious students to go for Ph.D scholarships in Science, Mathematics, Engineering and technology. The ‘cambridge India Ramanujan Scholarship’ will be offered to the Indian Students from academic year 2015 onwards.

20 students will be granted the scholarship to pursue their doctoral studies in science, technology, mathematics and engineering, depending on their respective interests.

While android and other various operating systems are trending these days with several apps to go, Google is trying its best to beat its counterparts with education force. Recently, Google launched ‘Drive for Education’ initiative where students using Google apps for educational purpose can get unlimited storage access via Google apps for education and the best part is that it is going to be free of cost given it’s accessed by non-profit educational institutions, much less schools.

Google Drive has ensured that all the files are stored and synchronized well, thus enabling Google’s cloud storage and file sharing of the users. Thus office suite, Gmail and other storage areas provided by Google, have a storage limit of up to 5TB. However, in case of apps for education, Google had given ’30GB’ storage limit to the students, which is likely to go unlimited by the end of the year, giving students a chance to maximize their utilization as much effectively as possible. This is definitely going to increase the cloud storage services and Google is going to benefit from this relatively higher than before.

It is yet to be seen how Google drive’s initiative projects itself in the education through ‘drive for education’ and how much it succeeds in implementing the right thing which proves to be useful enough for students.

Google has hinted that it is also trying to come up with providing free access to Google apps vault for archive feasibility for Gmail’s and chats for educational users along with enhanced auditing support though the ambiguity related to exactly when it will be available also lies there.

Schools will now be encouraged to use Google apps for education given the possibility that Google has now come up with, i.e. – unlimited storage. This Drive for education is likely to get many responses from across the world. Google had earlier launched ‘drive for work’ where entrepreneurs could get unlimited storage facility with Google cloud storage by paying a nominal amount of $10 per month though ‘drive for education’ seems to be a humanitarian approach by Google this time as the company has decided to provide it to the schools for free.

Education in India has been subjected to severe criticism mostly due to the inadequacies of certain people and their working and the recent example has come into light where an NGO named social jurists filed a petition against a few schools which unnecessarily hiked school fees without considering the rightful act of giving the teaching staff its deserving part of salary.

Upon receiving this petition, Delhi High Court set up a committee back in 2011 to go through the financial records of several private schools to check whether they had duly complied with the government’s order regarding legitimate fee hike in 2009. The committee randomly selected 700-odd schools’ financial records and was taken aback to see that almost 41 schools had hiked unfair amount of school fee and have been asked to refund the same amount along with the minimum interest of 9 percent to the parents.

A few schools are required to go through certain orders coming directly from the Director of Education. While the others are asked to refund the money along with interest.

After this incident, the Delhi High Court is expected to implement stringent rules to ensure that these non-profit organizations do not undue advantage from the society in terms of anything that has to do with education.

Education in India is suffering from various loopholes and everyone is familiar with the fact that how government funded schools suffer from various loopholes and the startling revelation of how private schools are no less in exploiting the students and parents alike testifies to the fact that the system needs certain strict impositions as soon as possible.

Out of 1172 schools, 41 have come out with this allegation and this might open some more records of various other schools as well. This way, those who have been doing some unjust business might also get a good lesson from this recent news.
